Harare, Zimbabwe (News of the South)-Infamous Premier Services Medical Aid Society (PSMAS) group Chief Executive Dr Cuthbert Dube has been found not guilty of any wrongdoing by the Zimbabwe Anti-Corruption Commission (ZACC).

 

Together with his board Dube was being accused of abuse of board fees, allowances, fraud, theft and the use of PSMAS funds for ZIFA-related activites.

 

As the Zifa Chairman Dube developed a habit of bailing out the national team by availing funding for various trips and games culminating in Zifa owing him a substantial figure.

 

However the ruling  by ZACC revealed that all the business dealings done by Dube and the board were above board.

 

ZACC  acting secretary Mr Silas Pondo revealed the result of the investigation which concluded that Dube has no case to answer.

 

“Investigations were carried out by the Zimbabwe Anti-Corruption Commission following a report you made”

 

“Please be advised that investigations failed to link the suspects to the commission of the offence. Thank you for showing confidence in our organisation”.

 

The investigation into his dealings, together with the whole board, arose after PSMAS board Chairperson Mr Jeremiah Bvirindi provided a report which led to the staggering revelation that Dube was earning $236 000 per month.

 

However Mr Bvirindi is reportedly adamant that Dube has a case to answer.

Speaking to state media he expressed shock at the ruling and promised to use other means to pursue the matter.

 

“We were shell shocked and we will pursue the case by way of summons because there are cases where we feel offences were committed”

 

“When we were studying the Ernst and Young audit report, we decided as PSMAS to engage another group of experts to look into the issue because we wanted legal implications when dealing with these issues”

 

“We selected a lega firm which carried out another investigation as an internal process. At the same time, ZACC came with a certificate of seizure from the magistrate and took all the documents pertaining to PSMAS based on the Ernst and Young report”

 

“We advised them of our separate process and that we wanted the processes to be synchronized to come with a document for the complainant”, he said.

 

“After they were through, we exchanged notes and came up with one document. they said it was not possisible for them to be a complainant but witnesses in court. ZACC said we would be going to court but we waited for long without anything. we were shocked by the delay only to tell us that their legal department had concluded that they could not proceed as there was no case. they also took long in writing us”, he added.

 

At his time at the helm of the medical company Dube reportedly earned half a million dollars every month when all allowances were factored in.

 

This brought his annual earnings to just over $6.4 million for 2013 whilst the total wage bill for his fellow executives stood at a whooping $18.6 million of which Dube took a third.
