LETTER TO THE PRESIDENT OF ZIMBABWE

Subject: National Proposal for Integrating Traditional Authority into Urban Governance

To:

His Excellency,

The President of the Republic of Zimbabwe,

Emmerson Mnangagwa

Your Excellency,

I write to you with deep respect and a profound sense of national responsibility regarding a matter that increasingly affects the moral, cultural, and social fabric of Zimbabwe. Across the nation—and most visibly in our capital, Harare—there is growing concern about the erosion of moral accountability, weakening social cohesion, and the widening gap between governance systems and cultural identity.

While Zimbabwe has made strides in political and economic governance, there remains a critical structural omission: the absence of traditional authority within urban governance frameworks.

A Structural Gap in National Governance

Zimbabwe’s traditional leaders have historically been custodians of not only land and heritage, but also morality, discipline, and community accountability. Their role in rural areas continues to provide stability and cultural continuity.

However, in urban centres, this authority is absent.

This has created a dual system:

Rural communities governed by both cultural and administrative systems

Urban communities governed primarily by administrative systems alone

The consequences of this imbalance are increasingly evident.

A Call for Leadership and Reform

Your Excellency, this is an opportunity for decisive leadership.

I respectfully propose that your office initiate a national process to:

Review the role of traditional leadership in modern Zimbabwe, with particular focus on urban integration

Amend existing legislation, including the Traditional Leaders Act, to extend jurisdiction into urban areas

Establish Urban Traditional Councils, beginning with Harare as a pilot

Facilitate dialogue between government, traditional leaders, and communities to ensure a balanced and constitutional approach

Restoring Zimbabwe’s Moral Compass

This proposal is not a call to reverse modernization, but to strengthen it. A governance system that reflects both constitutional law and indigenous values will be more effective, more legitimate, and more sustainable. Zimbabwe’s strength lies in its identity. That identity is rooted in tradition. Without integrating that foundation into all aspects of governance—including urban life—the nation risks continued social fragmentation.

National Interest and Legacy

Your Excellency, history presents moments where structural corrections define leadership legacies.

The integration of traditional authority into urban governance would represent:

A restoration of cultural balance

A correction of colonial structural divisions

A long-term investment in national stability

It is a reform that aligns with both heritage and progress.

Conclusion

I respectfully urge your office to consider this proposal as a matter of national importance. Zimbabwe does not lack direction—it lacks a unified moral compass across all its spaces.

With your leadership, that compass can be restored.

Yours faithfully,

Princess Eugene Majuru Email: harareprincess:gmail.com
