POOR PERFOMING,MINISTERS, PERMANENT SECRETARIES, PARASTATAL CEOs AND DIRECTORS DESERVE MUST BE REPLACED BY MORE COMPETENT OTHERS, PRESIDENT ED MNANGAGWA URGED.!!!
Your Excellency The President of The Republic of Zimbabwe Cde ED Mnangagwa, we as Zanu Pf Party,have an Obligation and responsibility to Supervise and Monitor Perfomances by Government Ministers,Permanent Secretaries,Directors and CEOs whom the Party through the President Deployed to work for National Development.If any of the abovestated Deployees fail to Perfom up to Expected standards,then there is nothing wrong in the President as the Appointing Authority,immediately removing or redeploying the non-perfoming Individual elsewhere.As the rulling Party we are happy that your Excellency, you introduced Quartely Perfomance Appraisals for Cabinet Ministers,Permanent Secretaries and Directors.Such will trigger Ministers and their Surbodinates to work harder so that they can retain their Jobs and get rewarded for better perfomance.
There are some Ministries your Excellency which are just as good as none existent,which need to pull up their socks so as to catch up with other Ministries that are Perfoming well above Board,under the same harsh Economic Environment caused by Sanctions, impossed by the Western Governments.
For Example the Ministry of Transport and Infrastructure Development, under Honourable Mhona, has Perfomed higher above expectations.The Ministry of Agriculture,Fisheries and Water Development has also Perfomed high above expected Standards under the same harsh Economic Environment.The Ministry of Higher and Tertiary Education,Innovation Science and Technology under former Minister Professor Amon Murwira perfomed very well.The Ministry introduced Education 5.0 which has brought Inovation Hubs at Institutions of Higher Learning,Educate,Create, Innovate and Industrialise. Universities are now Manufacturing various Products that are being used by Society at large eg Vehicle Number Plates,Coocking Oil,Sanitizers and many products being consumed by Society at large.Well done former Minister Prof Amon Murwira.
At the bottom of the list of poor Perfoming Ministries is the Ministry of Energy and Power Development, which is the Line Ministry for ZESA HOLDINGS.The ZESA Board lead by Dr Sydney Gata has failed the Nation Dismally.The Nation is going through a daily 15 hours Electricity Load shadding, which in turn has disasterous effects on Industry and Commerce,Farming and Mining plus other Economic activities in the Country.The ZESA Board does not even have a clue on how to resolve the perenial problem of shortage of Electricity in the Country.
The other poor perfoming Ministries that are not doing well which has lead to low Standards of living and in turn has an effect on Quality of Life and retarding National Development are, Ministry of Health and Childcare, whose Major General Hospitals are poorly equiped,without sufficient Drugs and proper Health Facilities.Infrastructure at most Hospitals is now delapidated,with disfunctioning Hospital Equipment eg X-Ray,ECG,Radiotherapy,Eye Telescopic,Laboratory Machines,Child Incubating Machines at Maternity Wings even Nebulising Machines for Asthmatic Patience and etc,etc.
The Ministry of Local Government Public Works is another major Culprit, stiffling Development by issuance of Moratoriums on Local Authorities not to enter into Parnerships with even properly registered Private Sector Companies who wish to undertake Commercial and Housing Land Development Projects around the Cities,Towns and Rural District Councils.The Mistry of Finance and Economic Development came up with the magnificent NDS 1 and 2 which is encouraging tripple Ps Private Public Partnerships, yet the Ministry of Local Government hasdirected all Local Authorities to first of all seek authorisation for such economic development Joint Ventures and Partnerships. Through such Moratorium all Local Authorities are not allowed to offer land to Private Developers for Commercial and Housing development unless they follow a slow and boring process of first applying to the Minister for upliftment of the Moratorium a response can come after two. to three years.The Ministry has become a tool for all forms of delays in development projects around the Country.Licences and Permits are taking too long to be approved.
The Ministry of Local Government must with immediate effect lift the ban and remove the Moratorium for Partnerships and Joint Ventures for Commercial and Housing Land development between Local Authorities and Private Sector Companies if what is contained in the NDS1 and 2,and Education 5.0 is to be achieved in Zimbabwe.Most Towns and Cities in Zimbabwe are Landlocked, they have run out of land for Urban and Growth Points Development, hence the Ministry of Lands and Local Government must as a matter of Urgency release more land to landlocked Local Authorities(Towns and Cities) so that Development can be excellarated.Is the Minister Hon Garwe aware that the Cities of Harare, Mutare, Bulawayo, Gweru, Masvingo.
Marondera, Rusape, Norton ,Chegutu, Kadoma, Kwekwe, Bindura, Chivhu, Chitungwiza Town Councils have all run out of Land for Housing and Commercial Development, yet all these Towns and Cities are sorrounded by hundreds of thousands of hactres of State Owned Farm Land, that is lying idle.There is too much Rural Land in Zimbabwe, lying iddle which must urgently be converted to Urban Land.Major Developments starts from Urban Centres around the whole World,cascading down to Rural Growth Points and not the other way round.Conversation of Rural Land from Ministry of Lands and Agriculture to Ministry of Local Government and finally to Local Authorities is taking too long, your Excellency President of the Republic of Zimbabwe, Cde ED Mnangagwa I kindly Urge you to Intervene as a matter of Urgency.
The Brilliantly researched Education 5.0 and Economic Blue Prints NDS1 and 2 goals cannot be easily achieved were there is no land for Urban and Rural Growth Points Development.To apply for Rural State Land conversation to Urban Land, it takes two to five years for the Application to be approved, how can the Nation Develop under such horrific Conditions.
Your kind Urgent Intervention in resolving these Giagintic Monsterous Problems and Challenges hindering Zimbabwe,s Economic Development your Excellency, shall be greatly Appreaciated.
The Minister of Finance and Economic Development and Minister of Higher Education Innovation Science and Technology Hon Prof Murwira have established brilliant Economic Development Blue Prints Education 5.0 Educate,Innovate and Industrialise and Delop including,The Finance Ministry,s NDS 1 and 2 but the biggest enemy to these brilliant strategic economic developmental recommendations is the delays in processing of Licencies and Permits by the Ministries of Lands and Agriculture under Hon Minister Masuka,and Ministry of Local Government under Hon Minister Garwe.
Your Urgent Intervention in resolving these Giagintic Monsterous Problems and Challenges Your Excellency shall be Greatly Appreacitated.
