Comrades, as we gather for this year’s Conference, I would like to humbly propose the following resolutions and policy measures for consideration, with the aim of meaningfully raising the living standards of all Zimbabweans:

 

1. Currency and Economic Stability.

 

I propose that we prioritise measures to strengthen public confidence in the ZiG currency. This could include periodic, transparent reporting from the central bank and a phased approach to de-dollarisation, with incentives for key sectors to transact in ZiG.

 

2. Agricultural Transformation.

 

I recommend accelerating land tenure reform to provide farmers with secure and bankable land rights, enabling them to access credit and invest in productivity. National investment in irrigation infrastructure and climate-resilient crops should be scaled up, alongside supporting extension services for our rural communities.

 

3. Industrialisation and Youth Employment.

 

I urge us to launch new incentives for SMEs in manufacturing, agro-processing, and technology. Tax holidays and grants can stimulate job creation. Our education system should also expand vocational training, establishing strong partnerships between colleges and local industries.

 

4. Social Services Improvement

 

Let us ring-fence allocations for healthcare and education so that funds are protected and disbursed promptly, reducing leakages and corruption. Expanding digital access for rural schools and clinics through public-private partnerships will further reduce inequalities.

 

5. Modernising Infrastructure.

 

I propose that road, energy, and water infrastructure upgrades are fast-tracked using transparent, competitive tenders to minimise corruption. We should also promote renewable energy microgrids—especially in off-grid communities.

 

6. Inclusive and Accountable Governance.

 

It is important to embed structured community consultations in all major development projects, ensuring grassroots voices guide our implementation. Additionally, regular, independent audits of municipal and national budgets should be publicly shared to strengthen trust and accountability throughout government.

7. Diaspora Ministry or Directorate – to enhance meaningful and productive diaspora economic contributions and development.

 

7. Why is it important for Zimbabwe to set up Diaspora Ministry or Directorate – to enhance meaningful and productive diaspora economic contributions and development. Give best practices quantitative analysis and examples from other countries.

 

Setting up a Diaspora Ministry or Directorate is crucial for Zimbabwe to tap into the potential of its diaspora community and enhance meaningful and productive economic contributions to the country’s development.

 

•Benefits of a Diaspora Ministry or Directorate:

 

– Increased Investment

A dedicated diaspora ministry can attract investments from Zimbabweans living abroad, promoting economic growth and development.

 

– Diaspora Engagement

It provides a platform for diaspora communities to engage with the government, share their expertise, and contribute to national development.

– Remittance Mobilization

A diaspora ministry can help mobilize remittances, which are a significant source of foreign exchange for Zimbabwe, and channel them into productive sectors.

 

•Best Practices:

 

– Establish Clear Policies

Develop a National Diaspora Policy to guide diaspora engagement and investment.

 

– *Create a Database

Build a database of diaspora members to track their skills, expertise, and investment interests.

 

– Decentralize

-Establish provincial offices to engage with diaspora communities and promote investment opportunities.

 

Examples from Other Countries:

 

– Mexico’s Institute for Mexicans Abroad

 

Provides support and services to Mexican citizens living abroad, promoting their well-being and engagement with Mexico’s development.

– India’s Ministry of External Affairs

Has a dedicated division for Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs), promoting their engagement with India.

•Remittances

Zimbabwe’s diaspora community contributes significantly to the country’s economy through remittances. In 2025, remittances accounted for over 15% of forex earnings, over 1% of Zimbabwe’s GDP, equivalent to millions of dollars.

– Investment

Diaspora investments can create jobs, stimulate economic growth, and improve infrastructure. For example, in Matabeleland South, diaspora investments have been seen in retail, agriculture, and infrastructure projects.

 

I believe these practical steps align with our Vision 2030 objectives and the global Sustainable Development Goals. They can help us unlock investment, drive innovation, and deliver tangible improvements to the daily lives of our citizens.
