A tense standoff has emerged between King Munhumutapa and Minister of Local Government, Daniel Garwe, following the minister’s alleged refusal to acknowledge a High Court order. The order, obtained by King Munhumutapa, explicitly bars the Ministry of Local Government from interfering in his duties.
According to reports, King Munhumutapa’s commissioners, Mr. Muchena from Harare and Mr. Makai from Midlands, personally served the High Court order to the Ministry of Local Government. However, it is claimed that Minister Garwe declined to accept the document, instead directing them to serve it to the Attorney General’s office.
This directive has sparked significant controversy, as the court order directly addresses the Ministry of Local Government’s actions, and specifically, Minister Garwe’s alleged overreach. Sources close to the King have emphasized that the court ruling was against Minister Garwe personally, not the Attorney General.
The High Court order, which follows a legal victory for King Munhumutapa, was also served to the Anti-Corruption Commission, the army, and the police, with plans to serve all other relevant ministries.
King Munhumutapa has expressed deep concern over Minister Garwe’s reported defiance, stating that it constitutes a direct challenge to the rule of law and the authority of the High Court. He has indicated that he will formally appeal to President Emmerson Mnangagwa for Minister Garwe’s removal from office upon the President’s return from his current foreign trips.
“Minister Garwe’s refusal to accept the High Court order, a legally granted mandate, is an act of disrespect to the judiciary and the government’s own rulings,” a representative for King Munhumutapa stated. “Such behavior cannot be tolerated, and we will seek the President’s intervention to ensure accountability.”
The King’s camp asserts that Minister Garwe’s actions have placed him in direct opposition to government policy and that there will be consequences for his refusal to comply with the court’s decision. This incident has raised questions about adherence to judicial rulings within the government and the potential for a high-profile political fallout.
The situation is being closely monitored by political analysts and legal experts, who are speculating on the implications of this clash for the stability of the government and the enforcement of judicial decisions. The outcome of King Munhumutapa’s appeal to President Mnangagwa will be pivotal in determining the future of Minister Garwe’s position and the respect for court orders within the Zimbabwean government.Daniel Garwe is said to have undermined the authority of the King together with the President who appointed the judge who made the ruling.
