THE Zimbabwe Energy Regulatory Authority (Zera) this week became the subject of an Automobile Association (AA) rates allowances scam, News of the South can report.
This publication understands that Energy minister, Fortune Chasi, is also aware of the unfolding scandal at Zera.
The regulatory authority is among one of the many troubled government parastatals in the country.
According to regulations governing car rentals, AA of Zimbabwe has a maximum gazzeted charge per kilometre for vehicles on lease, with the total allowances accruing to owners being a product of the actual distance covered per month.
News of the South also understands that each of the eight managers was offered their Toyota 4D4s personal-issue vehicles at book value.
As a result, the managers each forked out a meagre RTGS2 000 (US$30) towards purchase of the same, later hiring the vehicles out to Zera.
The eight Zera managers involved are named as Ranga Ngoni, Edington Tapera Mazambani, Jacqueline Ngoni Mupamhanga, Nobert Matarutse, Samuel Ngoni Zaranyika, Learnmore Nechitoro, Misheck Bekithemba Siyakatshana and Andrew Guri.
According to information News of the South is in possession of, AA rates allowances for the right cars cost Zera ZWL723 625 (US$11 480) for the month of June.
“Pragmatism should have taken precedence over greed, with the decision to sell at book value the 4D4s having to wait until replacement vehicles were found.
“Management at Zera should admit that overrall, the economy is in bad shape, particularly with prices of goods and services under its purview increasing almost on a weekly basis,” Paidamoyo Muzulu, an author and social commentator, said.
There are also reports that the eight managers each gets unlimited access to fuel, even for outside-work programmes.
