Tema, Ghana (News of The South) – The recently completed Tema Motorway 3-tier Interchange, a landmark infrastructure project championed by President Nana Addo Dankwa Akufo-Addo, is drawing widespread appreciation from Ghanaians. The project was executed in two phases, funded by a substantial grant of approximately $91 million from the Japanese government through the Japan International Cooperation Agency (JICA):
Phase I (Completed June 2020): Converted the existing roundabout into a two-tier intersection. This involved the construction of an underpass (1st tier) for the east-west direction (Tema Motorway) and a signal-controlled intersection on the upper tier for other converging traffic.
Phase II (Completed February 2025): Introduced the third-tier flyover. This elevated section provides a dedicated route for traffic moving in the south-north direction, specifically from Tema Harbour towards Ashaiman/Akosombo. This phase features a 142-meter continuous composite steel bridge, a 2,820 square meter steel-concrete composite slab, and two steel box section frame piers, designed for a lifespan of over 70 years.
This layered approach ensures that through-traffic can flow seamlessly without intersecting with local traffic, a significant improvement over the previous single-level roundabout.

Like many large-scale infrastructure projects, initial phases may have involved land acquisition, relocation considerations, and the inherent complexities of building in a busy urban environment. 5) Ancillary Facilities: Includes pedestrian bridges, improved drainage, lighting systems, and pedestrian/cyclist infrastructure, enhancing safety and usability for all road users.
6) High-Quality Construction: The use of long-life coated steel plates for the flyover is a testament to the commitment to durable infrastructure.
Early reports indicate that the interchange is working exceptionally well in its primary objective: reducing traffic congestion. Drivers have expressed significant appreciation, noting a dramatic reduction in travel time and fuel waste. This has a direct positive impact on daily commutes and the cost of doing business.
