Paddington Zhanda Illegitimate Owner Of Caledonia Lot 1
Harare, Zimbabwe. – (News of The South) – Deputy minister of Agriculture (Livestock) Paddington Zhanda is not the legitimate owner of Caledonia Lot 1 farm it has emerged.
Mr Zhanda has been claiming ownership of the farm since January this year after people were resettled on the farm leading to him being granted an eviction order against some of the settlers.
According to papers in our possession from the deeds and companies registry it has been discovered that Mr Zhanda fraudulently tempered with Cr14 of Caledonia Enterprise a company which owned the farm and made himself director so that the gazette placed on the property may be removed.
This was done a month before the gazette was published.
The Ministry of Lands removed the section 8 on the property simply because Zhanda was now a director in the company that owns the land.
This was a clear ruse to avade a clear acquisition provision of the law and a fraud was perpetrated against the state.
According to investigations carried out it has been discovered that, although Zhanda claimed to be a shareholder of the company Caledonia Enterprise, there was no evidence of him ever purchasing the company that owns the farm by form of :
1. Issuance of a certificate of current no present interest.
2. Council rate clearances.
3. No agreement of sale of either the shares of the company or the property thereto.
4. Zimra capital gains payment, invoices and receipts.
5. Any payment consideration of changing hands.
Paddington Zhanda conveniently appeared on the CR14 a month before the finalisation of the acquisition process.
A High Court application was on Wednesday filed to challenge/stop the 29 July eviction order granted against settlers on the property.
On 29 November 2013 the farm was gazetted for acquisition for urban expansion and the gazette was later confirmed on May 2014.
Upon gazetting the property government under Ministry of Local Government led by Mr Chombo issued offer letters to beneficiaries on that land among them;
ZICOSU, ZRP, ZBC, PRESIDENT’S OFFICE, GOODWILLS MASIMIREMBWA, Ministry of Women Affairs, Disabled and many others.
