Harare, Zimbabwe ( News of The South) – ICT Minister Tatenda Mavetera captivated audiences with her strategic vision for Smart Zimbabwe 2030 during her ZiFM Stereo interview, showcasing ambitious plans for 5G, AI, and smart cities. However, a critical and foundational challenge—one that precedes the complexity of Artificial Intelligence—was highlighted by many: the nation’s reliance on rudimentary, non-functional, and commercially hosted email addresses for official government business.
The Minister’s impressive vision for a digitally-driven future risks being undermined by a failure to manage the most basic element of digital governance: official communication and domain integrity.
The Digital Embarrassment: Yahoo, Gmail, and the Government
It is noted with significant concern that numerous official Zimbabwean government ministries and strategic diplomatic posts, such as the Zimbabwe Embassy in London, still employ free, consumer-grade email services like @yahoo.co.uk, @gmail.com, and other private domains for core communication.
This practice is not merely an aesthetic issue; it represents a serious failure in digital security, professionalism, and national branding:
Security Risk: Consumer email services lack the enhanced security, encryption, and data sovereignty controls necessary for handling sensitive government and citizen data.
Lack of Trust and Professionalism: Using non-official domains projects an image of digital backwardness and instability, eroding the confidence of local citizens, international partners, and potential investors.
Functional Failure: As evidenced by numerous attempts to contact ministries, the current email system is fundamentally broken. Communication often yields no response, no automatic acknowledgement, and follow-up emails are ignored. This “digital silence” cripples efforts for citizen feedback, collaboration, and private sector partnership.
The contrast between the Minister’s futuristic talk of Smart Cities and the archaic reality of a @yahoo.co.uk foreign embassy email is stark and deeply disappointing.
The Challenge: A Call for Domain Sovereignty
On behalf of concerned Zimbabweans and stakeholders, a direct challenge is issued to Minister Mavetera to immediately prioritize and execute the establishment of a fully centralized and functional .gov.zw domain system.
This simple, yet critical, task must be the starting point for Smart Zimbabwe 2030:
Current Challenge Immediate Solution (Mavetera’s Mandate)
Use of @yahoo.co.uk, @gmail.com Mandate and enforce the exclusive use of @gov.zw email addresses across all government departments.
Non-functional email links and no auto-response Implement a centralized, regularly maintained, and secure server that guarantees working email links and mandatory, functional automatic response systems (e.g., acknowledging receipt within 24 hours).
Scattered digital identity across various ministries Create a single, unified government portal/domain (.gov.zw) with clear, functional links to all ministries and services.
Lack of public confidence in digital communication Deliver these basic functionalities within 90 working days to build immediate public trust.
Commentary: The Confidence Indicator
The Minister is commended for her enthusiasm and clear strategy regarding high-tech ambitions like AI. However, the true test of her ministry’s capacity and indeed, the entire government’s commitment to digital transformationl ies not in grand plans, but in basic execution.
A government that cannot reliably manage its own email system cannot be trusted to manage an Artificial Intelligence strategy. The ability to migrate, secure, and maintain a unified .gov.zw domain is the fundamental confidence indicator.
The argument is simple: if the Ministry of ICT can successfully resolve this fundamental issue of digital housekeeping, ensuring that every citizen and partner can communicate efficiently and securely with their government using an authentic .gov.zw address, it will prove the institutional capacity needed to deliver on the lofty goals of 5G, Smart Education, and AI.
Zimbabwe must not be left behind because its digital front door is broken. Minister Mavetera has been handed the keys to the future; she must now prove she can fix the locks on the house.
