Speaking during the Post Cabinet briefing Information minister Monica Mutsvangwa announced the sectors to start full operations amid the current lockdown restrictions.
The sectors has been the most affected during the outbreak of the deadly pandemic.
People were resorting to bribing of roadblock security officers to be allowed to travel from one city to the other.
The demand for drivers licences was forcing learner drivers to get fake licences from the black market.
