Harare, Zimbabwe (News of The South) – For years, the bustling capital city of Harare has been choked by relentless traffic congestion, a daily frustration for commuters and a significant impediment to economic activity. Despite the persistent nature of the problem, tangible solutions to alleviate the gridlock have remained elusive, leaving residents questioning when, and if, a real change will ever come.

The concept of implementing ambitious infrastructure projects like underground tunnels and elevated bridges has surfaced as a potential game-changer. These solutions, common in many developed nations, offer a way to separate through-traffic from local road networks, allowing vehicles to bypass congested intersections and exit the city center more efficiently.

Exploring the Viability of Underground Tunnels and Overpasses:
Underground Tunnels: The construction of underground tunnels beneath key arterial roads could provide uninterrupted pathways for traffic heading out of the city. This would involve significant engineering and financial investment, requiring detailed geological surveys, utility relocation, and advanced tunneling technology. While disruptive during construction, tunnels offer a long-term solution by freeing up surface roads and potentially creating new green spaces above. However, concerns about cost, potential for flooding, and the complexity of integrating them with existing infrastructure need careful consideration. Recent, albeit unrelated, news of an underground tunnel discovered at a local brewery highlights the subsurface activity in Harare, underscoring the need for thorough geological assessment before any such project.


Overhead Bridges (Flyovers): Building elevated bridges at critical intersections presents another viable option. Flyovers allow through-traffic to bypass ground-level congestion, improving the flow for vehicles entering or exiting the city. Compared to tunnels, they might be less expensive and quicker to construct, though they can have visual impacts and require careful planning to integrate with the urban landscape. The ongoing construction of the Mbudzi Interchange, which includes multiple bridges and flyovers, demonstrates that such large-scale projects are feasible in Harare and are already being implemented to address a major bottleneck. The recent opening of the Amalinda Bridge and a link road along Harare Drive, part of the Mbudzi Interchange project, showcases the tangible progress being made in this area.

Beyond Tunnels and Bridges: Other Infrastructure Improvement Options:
While the idea of tunnels and overpasses holds promise, a comprehensive approach to Harare’s traffic woes necessitates exploring a range of other infrastructure improvements and traffic management strategies:

Intelligent Traffic Management Systems: Implementing AI-powered traffic management systems, like the one recently adopted in Zimbabwe, offers a way to optimize traffic flow in real-time. These systems use sensors and cameras to monitor traffic conditions and dynamically adjust traffic signal timings to reduce congestion and improve safety.

Mass Public Transportation: Investing in and improving the public transportation system is crucial. A reliable and efficient bus or light rail network could encourage more commuters to leave their private vehicles at home, significantly reducing traffic volume.

Road Widening and Expansion: Expanding the capacity of existing arterial roads where feasible can alleviate bottlenecks, especially on key routes leading into and out of the city.

Dedicated Bus Lanes: Creating dedicated lanes for buses can improve their speed and reliability, making public transport a more attractive option.

Park-and-Ride Facilities: Establishing park-and-ride facilities on the outskirts of the city, connected to efficient public transport, can reduce the number of vehicles entering the central business district.

Improved Road Maintenance: Addressing potholes and ensuring well-maintained road surfaces can improve traffic flow and reduce congestion caused by slow-moving vehicles navigating poor road conditions.

Urban Planning and Decentralization: Long-term solutions involve strategic urban planning that promotes mixed-use development and decentralizes commercial activities, reducing the need for extensive daily commutes into the city center.

Government Initiatives and the Path Forward:
The Zimbabwean government has acknowledged the infrastructure deficit and has outlined plans for significant development projects in 2025. These plans include the completion of the Harare-Masvingo-Beitbridge highway and rehabilitation of other key road networks. Additionally, the ongoing Mbudzi Interchange project signifies a commitment to upgrading critical traffic intersections.

Finance Minister Professor Mthuli Ncube has highlighted the use of public-private partnerships for road projects and the allocation of funds for key infrastructure developments. The restructuring of the sinking fund and expansion of the e-tolling system are also intended to provide sustainable funding for road infrastructure projects.
While these efforts are underway, the specific consideration and planning for large-scale projects like underground tunnels or extensive overpass networks for easing traffic exiting the city center specifically remains to be seen in publicly available information.


Harare’s persistent traffic congestion demands bold and innovative solutions. While underground tunnels and overhead bridges offer potentially transformative long-term benefits for traffic flow out of the city, their feasibility requires thorough investigation and substantial investment. In the interim, a intelligent traffic management, improvements to public transportation, strategic road upgrades, and effective urban planning is essential to bring much-needed relief to Harare’s commuters and pave the way for a more efficient and sustainable urban mobility system. The ongoing infrastructure development initiatives provide a foundation upon which more ambitious projects could be considered in the future.
