Harare, Zimbabwe (News of the South)-Law expert Dr Alex Magaisa has dismissed Ignatius Chombo’s assertion that the Censorship Board announced recently and which includes Bona Mugabe is a constitutionally required board.
Speaking to the media Chombo said the constitution has a provision for the freedom of artistic expression, cultural beliefs and association”.
He said the same constitution also empowers the board of censors to ensure that these freedoms do not infringe on other people’s rights.
However Magaisa who is a law lecturer said “Ignatius Chombo is not telling the truth.”
“There is no Censorship Board in the Constitution”, he said.
Replying to arguments that the Censors Board is provided for by the Entertainment Control and Censorship Act, though it could now be ultra vires due to the 2013 Constitution, Magaisa was adamant.
“That law is unconstitutional. But he lies when he makes reference to the Constitution as if the Board is provided for in there”, he said.
Magaisa dismissed the appointment of Mugabe’s daughter Bona saying it’s a mere cronyism and it was “their time to eat”.
Likening the move to US President Trump’s appointment of his relatives to some key government posts Magaisa said local politicians have a hidden fascination for things from the West though they publicly deny.
“They have a nervous condition when it comes to the West. They publicly despise it but secretly admire it too”, he said.
The Board announced by Chombo is chaired by former Education minister Aeneas Chigwedere who is deputized by Mrs Konzani Ncube.
Besides Bona, the other members are Police Senior Assistant Commissioner Charity Charamba, Mrs Runyararo Magadzire, Chief Myamukoho Samson Katsande, Mr Regis Chikowore, Mr Shingai Rukwata Ndoro, Mr Chenjerai Daitai, Mt Tungamirai Muganhiri and Catholic Priest Father Fidelis Mukonori.
The Board will be in power for the next five years.
