Mutare- Zimbabwe`s Minister of Public service, Labour and Social Welfare Nicholas Goche has said his ministry has already set the ball rolling for the ministry’s programme turnaround strategies that will run for the next four years.
Officially opening the 2014 strategic planning workshop at a hotel in Mutare, the ZANU-PF Minister said the workshop was not just a matter of merging strategic plans into single document but was a complete rethink of the ministry’s mandate.
“This planning process comes at a time when the ministry has been restructured on the backdrop of the ZIMASSET which is the country’s economic and social development blue print. This blue print was also used as the ZANU-PF manifesto during the 2013 harmonized elections which saw the MDC formations losing dismally.
The ZIMASSET has a vision of empowering society and growing economy rests on four intertwined pillars that my ministry chairs, thus this gives us an opportunity to scan the programming environment noting the risks that might derail our progress,” said Goche.
The minister acknowledged that his ministry was financially constrained but urged members and government officials not to deter from their resilience in operationalising the ZIMASSET agenda.
“We are all aware of the fact that Treasury is constrained and i am also aware that there is a huge gap between programme requirements that we submitted to Treasury for funding and allocations that were made in the 2014 national budget.
However this should not dampen our planning process but rather present us with an opportunity to increase resource mobilisation efforts across all departments,” noted the minister.
He urged government officials and other stakeholders in his ministry to take a critical assessment of the strength of the ministry now that it had been merged with a new department of child welfare and probation services created specifically to champion child protection issues.
Minister Goche remarked that the strategic planning workshop was handy in that plans were already in place of operationalising the ZIMASSET agenda as a ministry since the country’s economic blue print is a result based management compliant.
The ZIMASSET agenda might be the Country`s salvation to its current economic woes.
