Mutare City Council Recruits 4 Managers
By Martin Muleya.
Mutare, Zimbabwe. (News of The South) – Cash strapped Mutare City Council has taken aboard four managers to fill in the vacancies that arose within its corridors of power last year, News of The South can reveal.
Speaking at a press conference last Thursday March 1, Mutare City Council town clerk Joshua Maligwa said his organisation was happy to unveil key staff members at the town house.
“We are excited to unveil key staff members. We have key substantive posts that have been filled up in the form of housing and health departments”, said Maligwa.
Maligwa said during the last full council meeting that was held in December that they were looking on filling the key positions following the resignation of City Engineer, health director and the roads engineer.
During then he was quoted as saying Council had no money to employ managers on permanent basis as the Council was working on a shoestring budget.
Former Hwange council housing director Mrs Emmah Mandiziba joined Mutare City Council on the same capacity and Dr Antony Matara heads the headepartment.
Mandiziba replaces Stenard Mapurisa, Simon Mashababe being replaced by Dr. Matara while Zivanai Nezomba is the new roads engineer and lawyer Tawanda Victor Nyamandi is the new legal officer.
Maligwa said the replacements had been necessitated by the clarion call to restore order and confidence on ratepayers by offering quality services.
The Mutare City Council boss bemoaned that his organization had been running for a period close to two decades with no substantive medical doctor in the health department.
The local authority has a fully fledged medical department, however, which is divided into two that is the environmental and curative with over 400 employees with 75 of them being certified registered nurses.
In the past the health department was headed by an environmental health officer Munjoma who was never replaced following his resignation 20 years ago.
“Health department now has a substantive medical practitioner after being run for close to 20 years now with no doctor in that capacity. Housing department had had its own fair share of challenges especially land and we hope Mrs Mandiziba’s 32 year experience with local councils will catapult her to bring sanity to our residents regarding issues of housing.
Also the coming in of Mr Nyamandi as a legal officer will help us in him representing the council in the courts of law. Council was experiencing heavy labour and civil matters and now we have a lawyer to assist the Chamber Secretary on that regard”, added Maligwa.
