Kampala- State House has been turned into an Automated Teller Machine (ATM), according to a law professor at Makerere University.
Speaking at the closure of a week-long rule of law agenda organised by the Uganda Law Society in Kampala last Friday, Prof Joe Oloka Onyango said every crisis in this country is being solved by way of brown envelopes, a scenario he described as being sad and far below the rule of law in the country.
“In early 1980s, when this country was under the leadership of Godfrey Binaisa Lukongwa, State House was like a market place. Today, State House has been converted into an ATM,” he said amid cheers.
However, Mr Museveni’s senior presidential press secretary Don Wanyama on Sunday laughed off Prof Oloka claims, saying there is no country in the world that does not facilitate its President to work.
“Can he [Prof Oloka] point to any country where the President is not facilitated to do his work? But knowing Oloka, it would be strange if he said anything positive about State House,” he said’ adding: “I hope he admits that as the day ends, the crises are resolved which is the more important thing.”
At the same event, Kampala Lord Mayor Erias Lukwago, wondered if there is rule of law in Uganda, castigating President Museveni for portraying “himself as the only Ugandan with a vision to lead the country that he has now ruled for now 31 years”.
