In a strategic move to accelerate rural transformation and streamline land administration, President Emmerson Mnangagwa has officially split the former Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development. As of April 10, 2026, Hon. Vangelis Haritatos—previously the nation’s “Best Performing Deputy Minister”—has been elevated to the rank of full Cabinet Minister, overseeing the vital Lands and Rural Development portfolio.

The Strategic Split

The restructuring sees the massive agriculture portfolio divided into two focused entities:

Ministry of Agriculture, Mechanisation, and Water Resources Development: Led by Dr. Anxious Masuka.

Ministry of Lands and Rural Development: Led by Hon. Vangelis Haritatos.

This separation is intended to provide a more dedicated focus on land tenure security, the digitalization of land records, and the “Rural Development 8.0” initiative, which aims to uplift communal and resettlement areas.

Haritatos’s promotion comes as little surprise to those following his trajectory. Since 2018, he has been a visible and energetic force in the Muzvezve constituency and the Ministry. His background in Economics and Political Science, coupled with his hands-on approach to climate-smart farming and irrigation, has earned him a reputation for delivery.

Key Priorities for the New Ministry

As Minister, Haritatos is expected to tackle several critical pillars of the Vision 2030 agenda:

Land Tenure Security: Strengthening the legal framework for land ownership to unlock bankability and investment.

Modernization & Digitalization: Implementing AI-powered and digital systems to eliminate land disputes and improve administrative efficiency.

Rural Transformation: Moving beyond subsistence farming toward commercializing rural economies through value addition.

Heritage & Stewardship: Ensuring that land use aligns with the nation’s cultural and historical legacy, respecting the traditional custodians of the soil.

With the 2025/2026 summer cropping season already underway, the new Minister faces the immediate challenge of ensuring that land allocations remain productive while maintaining the momentum of the Pfumvudza/Intwasa program.

For a man who has consistently championed “leaving no one and no place behind,” this new role is not just a promotion—it is a mandate to ensure that Zimbabwe’s most precious resource, its land, becomes the definitive engine for national prosperity.
