Harare, Zimbabwe. (News Of The South) – According to the Progressive Teachers Union Of Zimbabwe (PTUZ) the recent pronouncement that civil servants are now under the Office of the President and Cabinet is not only puzzling but also a travesty and monumental Zimbabwean injustice.
-Fundamentally, civil servants are a constitutional establishment under section 199 of the 2013 Constitution and clearly placed under the Civil Service as defined under section 199 (1) (2) and (3).
-Putting civil servants under the office of President and Cabinet is a flagrant violation of sections 199, 200, 201, 202 and 203 of our National Constitution. Such callousness is unacceptable in the civilising world of the 21st century.
– Placing civil servants under the office of the President will also violate civil servants labour rights guaranteed in the national constitution under section 65 and ensure that civil servants remain confined to the whims of President and cabinet and as such to collective begging as opposed to collective bargaining guaranted under section 65 of the constitution.
– The palpably unjust move is also a violation of international best practice guaranteed by ILO Conventions 87, 98 and 151 and will therefore bring condemnation by ILO and Education International. Such violations are uncalled for at a time Zimbabwe is desperate for international engagement on a sounder footing.
-Worse still this placement of civil servants under the office of President and Cabinet has been done without engaging civil servants or their unions and therefore unfortunately reduced civil servants to the status of cattle that can be driven to an unknown pasture.
-Such commandist and control tactics are not only unsuitable but also suicidal as forms of management in modern societies as they are a threat to security of tenure.
Ptuz outrightly condemns govt machinations and adoption of hardliner stance. We therefore call upon the office of the President and Cabinet to adopt a reasonable approach in management that resonate with our constitution, regional, continental and international best practices. Any overzealous, outrageous and suicidal approach in the management of civil servants will be unacceptable. It is clear that government has given a wrong prescription for the disease. Such a prescription must be resisted by all civil servants across the union divide. All civil servants must sharpen their instruments of democratic combat against the new monster
